Transportation Issues

This table is intended to provide a state-by-state approach to the transportation requirements for intentionally crushed fluorescent lamps and PCB-containing lamp-ballasts, which often accompany lamps in transit.

 

1)    Intact mercury-containing lamps can be shipped as Universal Waste using a common carrier and Standard Bill of Lading in all states.[1]

 

2)    Crushed lamps cannot be shipped as Universal Waste in most states; therefore, the full hazardous waste transportation requirements apply, including the Hazardous Waste Manifest and a licensed Hazardous Waste Transporter.

 

3)    Under Federal regulation, if you are shipping PCB ballasts to an incinerator or an approved disposal facility[2], then you need to use the Hazardous Waste Manifest. If you are shipping ballasts to a recycling facility that meets the 40 CFR 761.79 decontamination requirements, you are allowed to use a Bill of Lading, unless the destination state or any state you are traveling through requires a manifest.

 

B.O.L. = Bill of Lading is the easiest and least expensive method of shipping using any common carrier.

H.W.M. = Hazardous Waste Manifest imposes additional requirements on the shipper and transporter, requiring special licensed transporters.

[1]  Except in New York for shipments greater than 500 pounds.

[2]  The 40 CFR 761.62(a) disposal regulation allows ballasts to be “decontaminated” at facilities per 40 CFR 761.79. A decontamination facility is not considered an "off-site disposal facility", therefore the "manifest rule does not apply" (40CFR761.207).
